When HQ publishes an SOP, training, or campaign update, create one task per targeted store with acknowledgement, steps, required evidence, and a due time in the store's local timezone.
Publishing a new version archives the old one and cancels its unfinished tasks, but keeps verified history. Stores only see the current version.
